Hawaii has enacted a law banning cryptocurrency kiosks and ATMs, joining Minnesota, Tennessee, and Indiana in doing so. The move comes after the FBI reported significant losses from digital asset scams.
Governor Josh Green signed House Bill 1642 into law, prohibiting “the ownership, operation, or management of a digital financial asset transaction kiosk that accepts United States currency from a customer in exchange for a digital financial asset.”
Americans lost more than $11 billion from scams related to digital assets in 2025. Hawaii residents reported 826 complaints about crypto in 2025, including 57 active cryptocurrency kiosks as of Wednesday (as per CoinATMRadar data). Total losses from digital assets in the US state amounted to approximately $80 million.
